Mr. Pervall obtained a B.S. degree from Virginia Union University and a M.S. degree from Virginia State College. He became principal of the Luther H. He tried to motivate the students to realize the great expectations of life.

Mr. Pervall stressed the importance of spirituality as well as education in reaching our goal in life.

We, the Foster Family, pay special tribute to our beloved former principal, Mr. Joseph B. Pervall.

Quote from Principal Pervall's Letter to the Seniors of 1959

"As you leave Luther H. Foster, we are fearfully aware of your fitness to meet the challenge of the years ahead. You will take paths in many directions seeking your goals. Having different wants, desires, a wide variety of aptitudes, and abilities to realize these goals you form an intricate pattern of human lives."
